Call for The Future
The students of Euromed University of Fez, Moroccans, Africans, and Europeans, seized the opportunity of their involvement in the First Euro-Mediterranean and African Youth Summit, held at the Moroccan House of Representatives on February 14th, 2024, to issue this Appeal on the promises of the future of the greater Euro-Mediterranean and African region.

We, Moroccans, Africans and Europeans and students of the Euromed University of Fez, take the opportunity of our participation in the first summit of young Euro-Mediterraneans and Africans, held at the House of Representatives on February 14th, 2024, to launch this Appeal on the future promises of our great Euro-Mediterranean and African region.
We would like to begin by expressing our sincere thanks to HE Rachid Talbi Alami, the Speaker of the House of Representatives of the Kingdom of Morocco and the President of the Parliamentary Assembly of the Union for the Mediterranean for opening the doors of the House of Representatives to us so that we can debate the challenges and issues facing our region, and for respectfully addressing this appeal to you.
Considering that this region is currently undergoing profound changes caused by fluctuating geopolitics, various conflicts that jeopardize the living together promise, increased intervention by other powers and worrying instability in many countries ;
Considering the negative impacts of climate change, which are contributing to water scarcity, food insecurity and malnutrition, increasing poverty, especially in the African continent, and the emergence and/or re-emergence of diseases of all kinds ;
Considering that such effects intensify social inequalities and widen the gap between Europe and Africa, with a tendency for young generation to venture down the path of migration and immigration, which cannot be prevented by any security policy or strategy, except by the stability and development of the African continent, so that the youth can achieve personal fulfillment and express their talents within their continent ;
Considering the announcements made at the many climate forums to compensate developing countries, particularly those on the African continent ;
Bearing in mind the importance of the Kingdom of Morocco’s unique and salutary initiatives aimed at working towards economic integration between Europe and Africa around structuring projects capable of ensuring co-development and shared prosperity ;
Taking into account Morocco’s unique role as a driving force in Euro-Mediterranean neighborhood policy ;
Acknowledging the pioneering role played by the Kingdom of Morocco in South-South African economic cooperation, with its unique and substantial investments in sub-Saharan Africa and the sharing of its know-how in several economic and technological sectors and also the Morocco’s exceptional policy and legislation in favor of African immigrants ;
Emphasizing its salutary role in the training of young Africans and the tens of thousands of scholarships that Morocco offers to sub-Saharan students, such as the scholarships offered by the Euromed University of Fez, which provides us with a framework of excellence for training and research, cooperation and partnership, thus putting into practice the famous phrase of the late King Hassan II, who described Morocco as a tree whose nourishing roots plunge deep into the soil of Africa and which breathes thanks to its foliage rustling in the winds of Europe,
We, the young students from the north and south of the Mediterranean, launch in unison and with one voice the following appeal to you, honorable parliamentarians and representatives of the peoples and nations of the two continents to :
– consolidate and strengthen cooperation and partnership between Europe and Africa through large-scale and concrete projects of mutual interest ;
– make available the funds promised at COP21 in Paris to help African countries implement climate change resilience and adaptation projects, bearing in mind that Africa is the continent that emits the least greenhouse gases (less than 4%), but at the same time is the continent that is most affected ;
– provide the necessary support for the strategic gas pipeline project linking Nigeria to Morocco, which would have a positive economic impact on the 14 African countries through which the pipeline passes and would act as a lever for regional integration, as well as being a source of energy supplies for Europe ;
– We young people, particularly those from Africa, welcome the initiative of His Majesty King Mohammed VI to give the Sahel countries access to the Atlantic Ocean and to make Morocco’s highways, rails, ports and logistics infrastructure available to them for the import and export of goods, while insisting on the need to develop the infrastructure of these countries. We would also like to express our gratitude to His Majesty the King, who is the founder and Honorary President of the Euromed University of Fez, for having made this University of excellence available to us, enabling us to have the best training, while remaining within our continent ;
– Finally, we, the young people, appeal to the countries represented by your honorable assembly and to the African countries to provide the African continent with a Marchal plan for investment in education at all levels and in research. It is an investment in the future that will be shaped by us young people, and it is an investment whose dividends are far superior to any other investment. It is also the real bulwark against poverty, underdevelopment, radicalization, terrorism and illegal immigration.

Nous, étudiants de l’Université Euromed de Fès, Marocains, Africains et Européens, saisissons l’occasion de notre participation au premier sommet des jeunes euro-méditerranéens et africains, qui s’est tenu à la Chambre des Représentants marocain le 14 février 2024, pour lancer cet Appel qui porte sur les promesses d’avenir de notre grande région euro-méditerranéenne et africaine.
Nous tenons d’emblée à exprimer nos sincères remerciements à S.E. Rachid Talbi Alami, Président de la Chambre des Représentants du Royaume du Maroc, Président de l’Assemblée Parlementaire de l’Union pour la Méditerranée de nous avoir ouvert les portes de la Chambre des Représentants pour débattre entre nous sur les défis et enjeux de notre région et pour vous adresser wrespectueusement cet appel.
Considérant que cette région connait actuellement des mutations profondes causées par une géopolitique fluctuante, des conflits divers mettant en péril le vivre ensemble, une intervention accrue d’autres puissances et une instabilité inquiétante dans de nombreux pays ;
Considérant les impacts négatifs du changement climatique qui participent à la raréfaction des ressources en eau, à l’insécurité alimentaire et à la malnutrition, à l’augmentation de la pauvreté, surtout sur le continent africain et à l’émergence et/ou la réémergence des maladies de tout genre ;
Considérant que ces effets accentuent les inégalités sociales et creusent le fossé entre l’Europe et l’Afrique avec une tendance pour la jeunesse de s’aventurer dans la voie de la migration et l’immigration qui ne peuvent être empêchés par aucune politique et stratégie sécuritaire, si ce n’est par la stabilité et le développement du continent africain pour que la jeunesse puisse s’épanouir et exprimer ses talents au sein de son continent ;
Considérant les annonces formulées lors des multiples forums sur le climat pour compenser les pays en voie de développement et notamment ceux du continent Africain ;
Tenant compte de l’importance des initiatives singulières et salutaires du Royaume du Maroc mises en œuvre dans le but d’œuvrer pour une intégration économique entre l’Europe et l’Afrique autour de projets structurants à même d’assurer un co-développement et une prospérité partagée ;
Tenant compte du rôle singulier et moteur du Maroc tant en matière de politique euro-méditerranéenne de voisinage ;
Reconnaissant, le rôle pionnier du Royaume Chérifien pour la coopération économique sud-sud Afrique avec des investissements singuliers et importants en Afrique sub-saharienne et le partage de son savoir-faire dans plusieurs secteur économique et technologique ainsi que la politique exceptionnelle du Maroc en matière de politique et de législation en faveur des immigrés africains ;
Soulignant son rôle salutaire en matière de formation de la jeunesse africaine et des dizaines de milliers de bourses que le Maroc offre aux étudiants subsahariens, à l’instar des bourses offertes par l’Université Euromed de Fès qui nous donne un cadre d’excellence de formation et de recherche, de coopération et de partenariat concrétisant sur ce volet la fameuse phrase de Feu le Roi Hassan II qui décrivait le Maroc comme un arbre dont les racines nourricières plongent profondément dans la terre d’Afrique et qui respire grâce à son feuillage bruissant des vents d’Europe ;
Nous, les jeunes étudiants issus du nord et du sud de la Méditerranée, nous lançons à l’unisson et avec une seule voix l’appel swuivant à vous honorables parlementaires et représentants des peuples et des nations des deux continents pour :
– consolider et renforcer la coopération et le partenariat entre l’Europe et l’Afrique à travers des projets d’envergure concrets et d’un intérêt mutuel ;
– dégager de manière concrète les fonds promis lors de la COP21 de Paris pour aider les pays africains à mettre en œuvre les projets de résilience et d’adaptation au changement climatique, sachant que l’Afrique est le continent qui émet le moins les gaz à effet de serre avec moins de 4%, mais il est en même temps le continent le plus impacté ;
– apporter l’appui nécessaire au projet stratégique du pipeline gazier reliant le Nigeria au Maroc et qui induirait un impact économique positif sur les 14 pays africains traversés par ce gazoduc et agirait comme levier d’intégration régionale, tout en constituant une source d’approvisionnement en énergie pour l’Europe ;
Nous les jeunes, particulièrement ceux issus d’Afrique, saluons l’initiative de Sa Majesté le Roi Mohammed VI consistant à favoriser l’accès des pays du Sahel à l’océan atlantique ; à mettre à disposition des pays du Sahel l’infrastructure autoroutière, ferroviaire, portuaire et logistique du Maroc pour l’import et l’export de marchandises. Nous exprimons également notre gratitude au Souverain, qui est le fondateur et le Président d’Honneur de l’Université Euromed de Fès, d’avoir mis à notre disposition cette Université d’excellence qui nous permet d’avoir la meilleure des formations, tout en restant dans notre continent ;
Enfin, nous les jeunes nous lançons un appel aux pays représentés par votre honorable assemblée et aux pays africains de doter le continent africain d’un plan Marchal en matière d’investissement dans l’éducation à tous les niveaux et dans la recherche. C’est un investissement dans le futur qui sera façonné par nous les jeunes et c’est un placement dont les dividendes sont de loin supérieures à tout autre placement et c’est aussi le vrai rempart contre la pauvreté, la radicalisation, le terrorisme et l’immigration illégale.

نحن طلبة الجامعة الاورومتوسطية بفاس، مغاربة وأفارقه وأوروبيين، نغتنم فرصة مشاركتنا في المؤتمر الأول للشباب الأفارقة والمتوسطيين والذي عقد في مجلس النواب المغربي يوم 14 فبراير من أجل رفع هذا النداء والذي يستشرف مستقبل المنطقة الإفريقية والأورومتوسطية.
ولكن نريد في البداية أن نتقدم بالشكر الجزيل إلى معالي راشيد الطالبي العلمي، رئيس مجلس النواب المغربي، رئيس الجمعية البرلمانية للاتحاد من أجل المتوسط، حيث فتحت لنا أبواب مجلس النواب لنناقش فيما بيننا التحديات ورهانات المنطقة ولكي نوجه لكم هذا الإعلان.
فاعتبارا للسياق العالمي المتسم بكثير من النزاعات، مما أدى إلى تصدع اقتصادات الدول وتفشي مظاهر الفقر وتراجع القيم وتنامي أشكال عدة من الصراعات التي تقوض دعائم العيش المشترك وبناء الأسرة الإنسانية الواحدة والبيت المجتمعي المشترك .
واعتبارا للآثار السلبية للتغييرات المناخية والتي لها تداعيات مباشرة خصوصا على الزراعة والملاحة النهرية والأمن الغذائي، وارتفاع نسبة الفقر خاصة في الدول الإفريقية؛ حيث إن إجمالي التساقطات ينقص بنسبة كبيرة جدا مقارنة بالمستويات الاعتيادية؛ وهذا النقص الشديد في التساقطات المسجل بعد فصول الربيع جد الجافة والمصحوب بموجات حر شديد يؤدي إلى تفاقم تجفف التربة.
واعتبارا لكون هاته العوامل وغيرها تساهم في إحداث فجوات اجتماعية عميقة بين أوروبا وإفريقيا، وهو ما يجعل العديد من الشباب يرتمون في أحضان الهجرة التي لا يمكن إيقافها بأية سياسات أمنية، ولكن فقط من خلال سياسات تنموية رائدة في المنطقة الأورومتوسطية وفي القارة الإفريقية تحقق العيش الآمن للجميع والرخاء المشترك وتضمن للشباب مستقبلهم؛
واعتبارا للبيانات والإعلانات الصادرة عن مختلف قمم المناخ خاصة تلك الفصول التي لها علاقة بمساعدة الدول النامية في التخفيف من آثار الاحتباس الحراري وتلوث المناخ؛
واعتبارا لكون ما تزخر به بلدان أفريقيا من خيرات لم تستثمر بعد بالطرق التي تضمن انطلاقة جديدة من أجل نمو مضاعف و ناجع يعود على الجميع بالنفع العام.
ونظرا لأهمية المبادرات النوعية التي تقدمها المملكة المغربية من أجل تحقيق هذه الانطلاقة كي تلتحم أوروبا وأفريقيا حول مشاريع رائدة ستساهم في تحقيق التنمية الشاملة والدائمة في إطار الندية وفي إطار رابح-رابح.
واعتبارا لدور المغرب في المنطقة، كفاعل أساسي خاصة في تكوين الشباب الإفريقي من خلال منح جامعية تقدمها المملكة لهم، على شاكلة المنح التي تقدمها الجامعة الأورومتوسطية للعديد من الطلبة الأفارقة والمنحدرين من الفضاء الأورومتوسطي، وذلك في إطار مقاربة شمولية تؤدي إلى تعزيز قواعد التنمية… فالمغرب كان ولا يزال، كما قال جلالة المغفور له الحسن الثاني، شجرة تمتد جذورها في إفريقيا وأغصانها ترفرف عاليا في أوروبا.
واعتبارا لكون الشباب يشكلون دعائم المستقبل، فمن مسؤوليتهم ابداء الرأي حول العلاقة التي ينبغي كتابتها اليوم بين أفريقيا وأوروبا في ضوء المبادرات المغربية الرائدة، فإننا نتوجه إليكم أنتم البرلمانيون وممثلو الشعوب والأمم، بإعلان المستقبل هذا :
-ضرورة تعزيز التعاون بين إفريقيا وأوروبا من منظور منفعة الجميع في إطار رابح-رابح.
- تحويل الأقوال إلى أفعال في مجال المناخ؛ إذ يجب تحقيق انتقال منظم ومسؤول وعادل ومنطقي إلى منظومة طاقة نظيفة جدا ومنح المساعدات المالية التي وعدتها قمم المناخ السابقة للدول النامية خاصة في إفريقيا التي لا تساهم إلا ب 4% في نسبة تلوث المناخ ولكنها تدفع غاليا فاتورة الاحتباس الحراري.
-تشجيع المبادرات المغربية التي انضمت إليها الدول الأفريقية لما تفتحه من آفاق واعدة بالرخاء المنشود، ومن ذلك تقديم كل الدعم لإنجاح المشروع الاستراتيجي لأنبوب الغاز نيجريا-المغرب وهو مشروع تاريخي وحكيم يبتغي الاندماج الجهوي والإقلاع الاقتصادي المشترك، إضافة إلى أنه سيشكل مصدرا مضمونا لتزويد الدول الأوروبية بالطاقة، وتشجيع دينامية التنمية على الشريط الأطلسي.
-الإشادة بحكمة جلالة الملك محمد السادس في ربط دول الساحل بالأطلسي؛ فالواجهة الأطلسية الإفريقية تعاني من خصاص ملموس في البنيات التحتية والاستثمارات، رغم ما تتوفر عليه من مؤهلات بشرية، ووفرة مواردها الطبيعية؛ ونحن كشباب، خاصة نحن الشباب الأفارقة الذين ينتمون إلى تلكم البلدان نشكر جلالة الملك محمد السادس الذي وضع البنيات التحتية والطرقية والمينائية والسكك الحديدية للمملكة، رهن إشارة هذه الدول الشقيقة، إيمانا من جلالته بأن هذه المبادرة ستشكل تحولا جوهريا في اقتصادها، وفي المنطقة كلها؛ كما نشكر جلالة الملك محمد السادس، الرئيس الشرفي للجامعة الأورومتوسطية، الذي وضع رهن إشارتنا جامعة للتميز التي تسمح لنا بالحصول على أحسن التكوينات.
-كما إننا ندعو البرلمانات المجتمعة اليوم في إطار الدورة 17 للجمعية البرلمانية للاتحاد من أجل المتوسط لإحداث مشروع مارشال في القارة الإفريقية في مجال الاستثمار في العامل البشري وتشجيع البحث العلمي والابتكار، والانخراط في اقتصاد ومجتمع المعرفة والاتصال، وإعطاء نفس جديد لنظام البحث العلمي والتقني في القارة الإفريقية بتعاون مع الفضاء الأورومتوسطي، وهذا سيسمح لا محالة بإحداث قطيعة مع الفقر والإرهاب والهجرة غير الشرعية.

Nosotros, estudiantes de la Universidad Euromed de Fez, marroquíes, africanos y europeos, aprovechamos nuestra participación en la primera Cumbre Euro-mediterránea y Africana de la Juventud, celebrada en la Cámara de Representantes marroquí el 14 de febrero de 2024, para lanzar un llamamiento centrado en las perspectivas de futuro de nuestra gran región euro-mediterránea y africana.
De entrada queremos expresar nuestro agradecimiento más sincero a Su Excelencia Rachid Talbi Alami, Presidente de la Cámara de Representantes del Reino de Marruecos, Presidente de la Asamblea Parlamentaria de la Unión por el Mediterráneo, por abrirnos las puertas de la Cámara de Representantes para que pudiésemos debatir entre nosotros sobre los retos y desafíos de nuestra región. Nos dirigimos con todos los respetos a usted para expresarle este llamamiento en base a las siguientes consideraciones :
Esta región está experimentando actualmente profundos cambios provocados por una geopolítica fluctuante ; diversos conflictos que ponen en peligro la convivencia, una acrecentada intervención de otras potencias y una preocupante inestabilidad en muchos países.
Tenemos presentes los impactos negativos del cambio climático, que están contribuyendo a la escasez de los recursos hídricos, a la inseguridad alimentaria y a la malnutrición, al aumento de la pobreza, especialmente en el continente africano, y a la aparición y/o reaparición de enfermedades de todo tipo.
Asumimos que estos efectos acentúan las desigualdades sociales y amplían la brecha entre Europa y África, con una tendencia de los jóvenes a aventurarse por el camino de la emigración y la inmigración, la cual no puede ser impedida por ninguna política o estrategia de seguridad, salvo por la estabilidad y el desarrollo del continente africano, para que los jóvenes puedan progresar y expresar sus talentos en su continente.
Tenemos en cuenta las conclusiones efectuadas en numerosos foros sobre el clima que apuntan a la necesidad de compensar a los países en desarrollo, en particular los del continente africano y valoramos la importancia de las iniciativas especiales y beneficiosas del Reino de Marruecos implementadas con el objetivo de trabajar hacia la integración económica entre Europa y África en torno a la estructuración de proyectos capaces de garantizar el codesarrollo y la prosperidad compartida.
Habida cuenta del papel singular de Marruecos como motor de la política euro-mediterránea de vecindad reconocemos el papel pionero del Reino de Marruecos en la cooperación económica Sur-Sur de África, con sus importantes inversiones en el África Subsahariana y la puesta en común de sus conocimientos especializados en diversos sectores económicos y tecnológicos.
Por ello, subrayamos el constructivo papel en la formación de los jóvenes africanos y en las decenas de miles de becas que Marruecos ofrece a los estudiantes subsaharianos, tales como las ofrecidas por la Universidad Euromed de Fez, que nos brinda un marco de excelencia para la formación y la investigación, la cooperación y la asociación. En este ámbito se concreta la célebre frase del difunto rey Hassan II, que describía Marruecos como un árbol cuyas raíces nutritivas se hunden profundamente en el suelo de África y que respira gracias al susurro de sus hojas en los vientos de Europa.
Tras todas estas conclusiones, nosotros, los/las jóvenes estudiantes del norte y del sur del Mediterráneo, lanzamos al unísono y con una sola voz el siguiente llamamiento a ustedes, honorables parlamentarios y representantes de los pueblos y naciones de los dos continentes para :
– Consolidar y reforzar la cooperación y la asociación entre Europa y África a través de proyectos concretos de gran envergadura de interés común.
– Liberar de manera concreta los fondos prometidos en la COP21 de París para ayudar a los países africanos a implementar proyectos de resiliencia y adaptación al cambio climático, teniendo en cuenta que África es el continente que menos gases de efecto invernadero emite (menos del 4%), pero es al mismo tiempo el continente más afectado por el cambio climático.
– Prestar el apoyo necesario al proyecto de gasoducto estratégico que unirá Nigeria con Marruecos, que tendría un impacto económico positivo en los 14 países africanos por los que pasa el gasoducto y serviría de palanca para la integración regional, además de ser una fuente de abastecimiento energético para Europa.
– Nosotros, los jóvenes, en particular, los africanos, celebramos la iniciativa de Su Majestad el Rey Mohammed VI de favorecer el acceso de los países del Sahel al océano atlántico, poniendo a su disposición, infraestructuras de autopistas, ferroviarias, portuarias y logísticas de Marruecos para la importación y exportación de mercancías.
– También queremos expresar nuestro agradecimiento al Soberano, que es fundador y Presidente de Honor de la Universidad Euromed de Fez, por haber puesto a nuestra disposición esta Universidad de excelencia, que nos permite disponer de la mejor formación posible, sin salir de nuestro continente.
-Por último, nosotros, los jóvenes, exhortamos a los países representados por su honorable Asamblea y a los países africanos a que doten al continente africano de Plan Marshall de inversión en educación a todos los niveles y en investigación. Se trata de una inversión en el futuro que forjaremos nosotros, los jóvenes y cuyos dividendos son muy superiores a cualquier otra. Es también el verdadero baluarte contra la pobreza, el radicalismo, el terrorismo y la inmigración ilegal
