The students of Euromed University of Fez, Moroccans, Africans, and Europeans, seized the opportunity of their involvement in the First Euro-Mediterranean and African Youth Summit, held at the Moroccan House of Representatives on February 14th<\/sup>, 2024, to issue this Appeal on the promises of the future of the greater Euro-Mediterranean and African region.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

W<\/span>e, Moroccans, Africans and Europeans and students of the Euromed University of Fez, take the opportunity of our participation in the first summit of young Euro-Mediterraneans and Africans, held at the House of Representatives on February 14th, 2024, to launch this Appeal on the future promises of our great Euro-Mediterranean and African region.<\/span><\/p>

We would like to begin by expressing our sincere thanks to HE Rachid Talbi Alami, the Speaker of the House of Representatives of the Kingdom of Morocco and the President of the Parliamentary Assembly of the Union for the Mediterranean for opening the doors of the House of Representatives to us so that we can debate the challenges and issues facing our region, and for respectfully addressing this appeal to you.<\/p>

Considering that this region is currently undergoing profound changes caused by fluctuating geopolitics, various conflicts that jeopardize the living together promise, increased intervention by other powers and worrying instability in many countries ;<\/p>

Considering the negative impacts of climate change, which are contributing to water scarcity, food insecurity and malnutrition, increasing poverty, especially in the African continent, and the emergence and\/or re-emergence of diseases of all kinds ;<\/p>

Considering that such effects intensify social inequalities and widen the gap between Europe and Africa, with a tendency for young generation to venture down the path of migration and immigration, which cannot be prevented by any security policy or strategy, except by the stability and development of the African continent, so that the youth can achieve personal fulfillment and express their talents within their continent ;<\/p>

Considering the announcements made at the many climate forums to compensate developing countries, particularly those on the African continent ;<\/p>

Bearing in mind the importance of the Kingdom of Morocco’s unique and salutary initiatives aimed at working towards economic integration between Europe and Africa around structuring projects capable of ensuring co-development and shared prosperity ;<\/p>

Taking into account Morocco’s unique role as a driving force in Euro-Mediterranean neighborhood policy ;<\/p>

Acknowledging the pioneering role played by the Kingdom of Morocco in South-South African economic cooperation, with its unique and substantial investments in sub-Saharan Africa and the sharing of its know-how in several economic and technological sectors and also the Morocco’s exceptional policy and legislation in favor of African immigrants ;<\/p>

Emphasizing its salutary role in the training of young Africans and the tens of thousands of scholarships that Morocco offers to sub-Saharan students, such as the scholarships offered by the Euromed University of Fez, which provides us with a framework of excellence for training and research, cooperation and partnership, thus putting into practice the famous phrase of the late King Hassan II, who described Morocco as a tree whose nourishing roots plunge deep into the soil of Africa and which breathes thanks to its foliage rustling in the winds of Europe,<\/p>

We, the young students from the north and south of the Mediterranean, launch in unison and with one voice the following appeal to you, honorable parliamentarians and representatives of the peoples and nations of the two continents to :<\/p>

– consolidate and strengthen cooperation and partnership between Europe and Africa through large-scale and concrete projects of mutual interest ;<\/p>

– make available the funds promised at COP21 in Paris to help African countries implement climate change resilience and adaptation projects, bearing in mind that Africa is the continent that emits the least greenhouse gases (less than 4%), but at the same time is the continent that is most affected ;<\/p>

– provide the necessary support for the strategic gas pipeline project linking Nigeria to Morocco, which would have a positive economic impact on the 14 African countries through which the pipeline passes and would act as a lever for regional integration, as well as being a source of energy supplies for Europe ;<\/p>

– We young people, particularly those from Africa, welcome the initiative of His Majesty King Mohammed VI to give the Sahel countries access to the Atlantic Ocean and to make Morocco’s highways, rails, ports and logistics infrastructure available to them for the import and export of goods, while insisting on the need to develop the infrastructure of these countries. We would also like to express our gratitude to His Majesty the King, who is the founder and Honorary President of the Euromed University of Fez, for having made this University of excellence available to us, enabling us to have the best training, while remaining within our continent ;<\/p>

– Finally, we, the young people, appeal to the countries represented by your honorable assembly and to the African countries to provide the African continent with a Marchal plan for investment in education at all levels and in research. It is an investment in the future that will be shaped by us young people, and it is an investment whose dividends are far superior to any other investment. It is also the real bulwark against poverty, underdevelopment, radicalization, terrorism and illegal immigration.<\/p>\t\t\n\t\t<\/div>\n\t<\/div>\n<\/div>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

Nous, \u00e9tudiants de l\u2019Universit\u00e9 Euromed de F\u00e8s, Marocains, Africains et Europ\u00e9ens, saisissons l\u2019occasion de notre participation au premier sommet des jeunes euro-m\u00e9diterran\u00e9ens et africains, qui s\u2019est tenu \u00e0 la Chambre des Repr\u00e9sentants marocain le 14 f\u00e9vrier 2024, pour lancer cet Appel qui porte sur les promesses d\u2019avenir de notre grande r\u00e9gion euro-m\u00e9diterran\u00e9enne et africaine.<\/p>

Nous tenons d\u2019embl\u00e9e \u00e0 exprimer nos sinc\u00e8res remerciements \u00e0 S.E. Rachid Talbi Alami, Pr\u00e9sident de la Chambre des Repr\u00e9sentants du Royaume du Maroc, Pr\u00e9sident de l\u2019Assembl\u00e9e Parlementaire de l\u2019Union pour la M\u00e9diterran\u00e9e de nous avoir ouvert les portes de la Chambre des Repr\u00e9sentants pour d\u00e9battre entre nous sur les d\u00e9fis et enjeux de notre r\u00e9gion et pour vous adresser wrespectueusement cet appel.<\/p>

Consid\u00e9rant que cette r\u00e9gion connait actuellement des mutations profondes caus\u00e9es par une g\u00e9opolitique fluctuante, des conflits divers mettant en p\u00e9ril le vivre ensemble, une intervention accrue d\u2019autres puissances et une instabilit\u00e9 inqui\u00e9tante dans de nombreux pays ;<\/p>

Consid\u00e9rant les impacts n\u00e9gatifs du changement climatique qui participent \u00e0 la rar\u00e9faction des ressources en eau, \u00e0 l\u2019ins\u00e9curit\u00e9 alimentaire et \u00e0 la malnutrition, \u00e0 l\u2019augmentation de la pauvret\u00e9, surtout sur le continent africain et \u00e0 l\u2019\u00e9mergence et\/ou la r\u00e9\u00e9mergence des maladies de tout genre ;<\/p>

Consid\u00e9rant que ces effets accentuent les in\u00e9galit\u00e9s sociales et creusent le foss\u00e9 entre l\u2019Europe et l\u2019Afrique avec une tendance pour la jeunesse de s\u2019aventurer dans la voie de la migration et l\u2019immigration qui ne peuvent \u00eatre emp\u00each\u00e9s par aucune politique et strat\u00e9gie s\u00e9curitaire, si ce n\u2019est par la stabilit\u00e9 et le d\u00e9veloppement du continent africain pour que la jeunesse puisse s\u2019\u00e9panouir et exprimer ses talents au sein de son continent ;
Consid\u00e9rant les annonces formul\u00e9es lors des multiples forums sur le climat pour compenser les pays en voie de d\u00e9veloppement et notamment ceux du continent Africain <\/span>;<\/p>

Tenant compte de l\u2019importance des initiatives singuli\u00e8res et salutaires du Royaume du Maroc mises en \u0153uvre dans le but d\u2019\u0153uvrer pour une int\u00e9gration \u00e9conomique entre l\u2019Europe et l\u2019Afrique autour de projets structurants \u00e0 m\u00eame d\u2019assurer un co-d\u00e9veloppement et une prosp\u00e9rit\u00e9 partag\u00e9e ;<\/p>

Tenant compte du r\u00f4le singulier et moteur du Maroc tant en mati\u00e8re de politique euro-m\u00e9diterran\u00e9enne de voisinage ;<\/p>

Reconnaissant, le r\u00f4le pionnier du Royaume Ch\u00e9rifien pour la coop\u00e9ration \u00e9conomique sud-sud Afrique avec des investissements singuliers et importants en Afrique sub-saharienne et le partage de son savoir-faire dans plusieurs secteur \u00e9conomique et technologique ainsi que la politique exceptionnelle du Maroc en mati\u00e8re de politique et de l\u00e9gislation en faveur des immigr\u00e9s africains ;<\/span><\/p>

Soulignant son r\u00f4le salutaire en mati\u00e8re de formation de la jeunesse africaine et des dizaines de milliers de bourses que le Maroc offre aux \u00e9tudiants subsahariens, \u00e0 l\u2019instar des bourses offertes par l\u2019Universit\u00e9 Euromed de F\u00e8s qui nous donne un cadre d\u2019excellence de formation et de recherche, de coop\u00e9ration et de partenariat concr\u00e9tisant sur ce volet la fameuse phrase de Feu le Roi Hassan II qui d\u00e9crivait le Maroc comme un arbre dont les racines nourrici\u00e8res plongent profond\u00e9ment dans la terre d’Afrique et qui respire gr\u00e2ce \u00e0 son feuillage bruissant des vents d’Europe ;<\/p>

Nous, les jeunes \u00e9tudiants issus du nord et du sud de la M\u00e9diterran\u00e9e, nous lan\u00e7ons \u00e0 l\u2019unisson et avec une seule voix l\u2019appel swuivant \u00e0 vous honorables parlementaires et repr\u00e9sentants des peuples et des nations des deux continents pour :<\/p>

– consolider et renforcer la coop\u00e9ration et le partenariat entre l\u2019Europe et l\u2019Afrique \u00e0 travers des projets d\u2019envergure concrets et d\u2019un int\u00e9r\u00eat mutuel ;<\/p>

– d\u00e9gager de mani\u00e8re concr\u00e8te les fonds promis lors de la COP21 de Paris pour aider les pays africains \u00e0 mettre en \u0153uvre les projets de r\u00e9silience et d\u2019adaptation au changement climatique, sachant que l\u2019Afrique est le continent qui \u00e9met le moins les gaz \u00e0 effet de serre avec moins de 4%, mais il est en m\u00eame temps le continent le plus impact\u00e9 ;<\/p>

– apporter l\u2019appui n\u00e9cessaire au projet strat\u00e9gique du pipeline gazier reliant le Nigeria au Maroc et qui induirait un impact \u00e9conomique positif sur les 14 pays africains travers\u00e9s par ce gazoduc et agirait comme levier d\u2019int\u00e9gration r\u00e9gionale, tout en constituant une source d\u2019approvisionnement en \u00e9nergie pour l\u2019Europe ;<\/p>

Nous les jeunes, particuli\u00e8rement ceux issus d\u2019Afrique, saluons l\u2019initiative de Sa Majest\u00e9 le Roi Mohammed VI consistant \u00e0 favoriser l\u2019acc\u00e8s des pays du Sahel \u00e0 l\u2019oc\u00e9an atlantique ; \u00e0 mettre \u00e0 disposition des pays du Sahel l\u2019infrastructure autorouti\u00e8re, ferroviaire, portuaire et logistique du Maroc pour l\u2019import et l\u2019export de marchandises. Nous exprimons \u00e9galement notre gratitude au Souverain, qui est le fondateur et le Pr\u00e9sident d\u2019Honneur de l\u2019Universit\u00e9 Euromed de F\u00e8s, d\u2019avoir mis \u00e0 notre disposition cette Universit\u00e9 d\u2019excellence qui nous permet d\u2019avoir la meilleure des formations, tout en restant dans notre continent ;<\/p>

Enfin, nous les jeunes nous lan\u00e7ons un appel aux pays repr\u00e9sent\u00e9s par votre honorable assembl\u00e9e et aux pays africains de doter le continent africain d\u2019un plan Marchal en mati\u00e8re d\u2019investissement dans l\u2019\u00e9ducation \u00e0 tous les niveaux et dans la recherche. N<\/span>osotros, estudiantes de la Universidad Euromed de Fez, marroqu\u00edes, africanos y europeos, aprovechamos nuestra participaci\u00f3n en la primera Cumbre Euro-mediterr\u00e1nea y Africana de la Juventud, celebrada en la C\u00e1mara de Representantes marroqu\u00ed el 14 de febrero de 2024, para lanzar un llamamiento centrado en las perspectivas de futuro de nuestra gran regi\u00f3n euro-mediterr\u00e1nea y africana.<\/span><\/p>

De entrada queremos expresar nuestro agradecimiento m\u00e1s sincero a Su Excelencia Rachid Talbi Alami, Presidente de la C\u00e1mara de Representantes del Reino de Marruecos, Presidente de la Asamblea Parlamentaria de la Uni\u00f3n por el Mediterr\u00e1neo, por abrirnos las puertas de la C\u00e1mara de Representantes para que pudi\u00e9semos debatir entre nosotros sobre los retos y desaf\u00edos de nuestra regi\u00f3n. Nos dirigimos con todos los respetos a usted para expresarle este llamamiento en base a las siguientes consideraciones\u2009:<\/span><\/p>

Esta regi\u00f3n est\u00e1 experimentando actualmente profundos cambios provocados por una geopol\u00edtica fluctuante\u2009; diversos conflictos que ponen en peligro la convivencia, una acrecentada intervenci\u00f3n de otras potencias y una preocupante inestabilidad en muchos pa\u00edses.<\/span><\/p>

Tenemos presentes los impactos negativos del cambio clim\u00e1tico, que est\u00e1n contribuyendo a la escasez de los recursos h\u00eddricos, a la inseguridad alimentaria y a la malnutrici\u00f3n, al aumento de la pobreza, especialmente en el continente africano, y a la aparici\u00f3n y\/o reaparici\u00f3n de enfermedades de todo tipo.<\/span><\/p>

Asumimos que estos efectos acent\u00faan las desigualdades sociales y ampl\u00edan la brecha entre Europa y \u00c1frica, con una tendencia de los j\u00f3venes a aventurarse por el camino de la emigraci\u00f3n y la inmigraci\u00f3n, la cual no puede ser impedida por ninguna pol\u00edtica o estrategia de seguridad, salvo por la estabilidad y el desarrollo del continente africano, para que los j\u00f3venes puedan progresar y expresar sus talentos en su continente.<\/span><\/p>

Tenemos en cuenta las conclusiones efectuadas en numerosos foros sobre el clima que apuntan a la necesidad de compensar a los pa\u00edses en desarrollo, en particular los del continente africano y valoramos la importancia de las iniciativas especiales y beneficiosas del Reino de Marruecos implementadas con el objetivo de trabajar hacia la integraci\u00f3n econ\u00f3mica entre Europa y \u00c1frica en torno a la estructuraci\u00f3n de proyectos capaces de garantizar el codesarrollo y la prosperidad compartida.<\/span><\/p>

Habida cuenta del papel singular de Marruecos como motor de la pol\u00edtica euro-mediterr\u00e1nea de vecindad reconocemos el papel pionero del Reino de Marruecos en la cooperaci\u00f3n econ\u00f3mica Sur-Sur de \u00c1frica, con sus importantes inversiones en el \u00c1frica Subsahariana y la puesta en com\u00fan de sus conocimientos especializados en diversos sectores econ\u00f3micos y tecnol\u00f3gicos.<\/span><\/p>

Por ello, subrayamos el constructivo papel en la formaci\u00f3n de los j\u00f3venes africanos y en las decenas de miles de becas que Marruecos ofrece a los estudiantes subsaharianos, tales como las ofrecidas por la Universidad Euromed de Fez, que nos brinda un marco de excelencia para la formaci\u00f3n y la investigaci\u00f3n, la cooperaci\u00f3n y la asociaci\u00f3n. En este \u00e1mbito se concreta la c\u00e9lebre frase del difunto rey Hassan II, que describ\u00eda Marruecos como un \u00e1rbol cuyas ra\u00edces nutritivas se hunden profundamente en el suelo de \u00c1frica y que respira gracias al susurro de sus hojas en los vientos de Europa.<\/span><\/p>

Tras todas estas conclusiones, nosotros, los\/las j\u00f3venes estudiantes del norte y del sur del Mediterr\u00e1neo, lanzamos al un\u00edsono y con una sola voz el siguiente llamamiento a ustedes, honorables parlamentarios y representantes de los pueblos y naciones de los dos continentes para\u2009:<\/span><\/p>

– Consolidar y reforzar la cooperaci\u00f3n y la asociaci\u00f3n entre Europa y \u00c1frica a trav\u00e9s de proyectos concretos de gran envergadura de inter\u00e9s com\u00fan.<\/span><\/p>

– Liberar de manera concreta los fondos prometidos en la COP21 de Par\u00eds para ayudar a los pa\u00edses africanos a implementar proyectos de resiliencia y adaptaci\u00f3n al cambio clim\u00e1tico, teniendo en cuenta que \u00c1frica es el continente que menos gases de efecto invernadero emite (menos del 4%), pero es al mismo tiempo el continente m\u00e1s afectado por el cambio clim\u00e1tico.<\/span><\/p>

– Prestar el apoyo necesario al proyecto de gasoducto estrat\u00e9gico que unir\u00e1 Nigeria con Marruecos, que tendr\u00eda un impacto econ\u00f3mico positivo en los 14 pa\u00edses africanos por los que pasa el gasoducto y servir\u00eda de palanca para la integraci\u00f3n regional, adem\u00e1s de ser una fuente de abastecimiento energ\u00e9tico para Europa.<\/span><\/p>

– Nosotros, los j\u00f3venes, en particular, los africanos, celebramos la iniciativa de Su Majestad el Rey Mohammed VI de favorecer el acceso de los pa\u00edses del Sahel al oc\u00e9ano atl\u00e1ntico, poniendo a su disposici\u00f3n, infraestructuras de autopistas, ferroviarias, portuarias y log\u00edsticas de Marruecos para la importaci\u00f3n y exportaci\u00f3n de mercanc\u00edas.<\/span><\/p>

– Tambi\u00e9n queremos expresar nuestro agradecimiento al Soberano, que es fundador y Presidente de Honor de la Universidad Euromed de Fez, por haber puesto a nuestra disposici\u00f3n esta Universidad de excelencia, que nos permite disponer de la mejor formaci\u00f3n posible, sin salir de nuestro continente.<\/span><\/p>

-Por \u00faltimo, nosotros, los j\u00f3venes, exhortamos a los pa\u00edses representados por su honorable Asamblea y a los pa\u00edses africanos a que doten al continente africano de Plan Marshall de inversi\u00f3n en educaci\u00f3n a todos los niveles y en investigaci\u00f3n.
